Blaming others is sometimes a strategy to avoid one's own responsability...But maybe knowing the flats which use a lot of water or electricity would show better the need of renovation for instance?

Some people would use more resources if resource use is public data. I would say all the SUV owners below to this group. "I don't care about environment and I want to show it" attitude.

To be honest, I don't see that much value opening that data. Data collection for progressive energy or water tax would be nice idea though.

I know my elecricity bill and I pay of my water usage according to the exact amount of use, but still if my neighbor would start a conversation of my water use when we meet in the hallway, it might actually motivate me more than the needed money to cover the bills.

It's not just about the energy/materials consumed, but also about the services provided with those resources. What if you "use" a lot of food to feed the hungry, i.e.
