Today, I've been thinking about the role of the EU as an innovation environment. EU is a bureaucratic construction and it takes a lot of paper work to get a penny from that institution. Finland wants to be a "best student" in this environment. We're very good at requiring the best paperwork for the best constructions. Innovation isn't an issue at all. The job is to create the paper work and to make a post-project-report that tries to explain everything in the best way.

This is Europe: (02/06/2010) The CIPS 2010 Calls for proposals have been published in the frame of the EU programme on "Prevention, Preparedness and Consequence Management of Terrorism and other Security Related Risks" for the period 2007-2013 which proposes accompanying financial measures for the implementation of EPCIP, the European Programme on Critical Infrastructure Protection, that is managed and coordinated by DG Freedom, Security and Justice. One of the priority lines of the calls aims to support the policy initiative and the action plan on Critical Information Infrastructure Protection (CIIP) - COM(2009) 149 – adopted in March 2009, in particular through: a) further developing pan-European exercises on network security incidents with a view to support the European participation in global exercises, b) strengthening the cooperation between National/Governmental Computer Emergency Response Teams and, c) advancing the development and deployment of a European Information Sharing and Alert System reaching out to citizens and SMEs providing to them tailored information on threats, risks and alerts affecting electronic networks; Any questions concerning these calls for proposals may be sent by e-mail to: JLS-CIPS@ec.europa.eu. As for the EU and bureaucracy... yes it's true that every year untold millions of euros go uncollected simply because the right people have failed to fill out the right paperwork, in the right timeframe. It's a shame, even though it is a weird game.

We need a short form financing instrument for EU. The best ideas should be compressed to 140 signs like in Qaiku or Twitter. Microblogging for microfinancing. And rapid action. EU is short. Bizplans should be short and to the point.
