I'd imagine this is for link-local XMPP (Bonjour for Mac users) clients from your local network.

It's also used to temporarily hold people you IM, or who IM you, before you permanently add them to your contact list. Gets deleted on relaunch of the program, I believe; think /contact-list/tmp. :p
