I think the point is - with lots of people, not educated in english, low income and strong dependency on relatives, "bush radio" marketing is much more effective than marketing campaigns and selling licenses.
besides, the chinese like to localise oss ideas to work in their environment. a chinese partner company would therefore be of help in entering the market.
